Carter is a SHRM-CP-certified professional with more than 14 years of experience

in talent acquisition, workforce development and government contracting to include extensive recruitment and staffing support for programs aligned with Department of Defense, Air Force, Navy, as well as intelligence, aviation, logistics, procurement and technical operations.

This diverse foundation equips Kaptivative HR Solutions to deliver adaptable, mission-aligned solutions for both commercial and government clients.

In recent years, the company expanded its footprint in the government contracting space through successful bid submissions, subcontractor partnerships and management of awarded projects. The team has contributed to federally aligned initiatives including HVAC replacement, pest control services, grounds maintenance, specialty engineering support and operational staffing solutions.
